INTERPOL in 2025 – increased cooperation, conferences, Silver Notices and Gherson secures second Red Notice block from China
As we head towards the end of 2025, INTERPOL has continued to focus on enhancing its transnational financial crime-fighting abilities.
Throughout the year, we have examined in detail the strengthening of cooperation between INTERPOL and a number of jurisdictions, including China, India and Morocco. We also analysed India’s use of the INTERPOL Silver Notice, as well as its increased reliance on INTERPOL Red Notices.
In addition, we reviewed key events, such as the Anti-Corruption and Asset Recovery Global Conference in Abu Dhabi and the 93rd INTERPOL General Assembly in Morocco, whilst continuing to track developments where INTERPOL has assisted in pursuing individuals suspected of crypto-related offences, including successful crypto-related extraditions and the conclusion of the Do Kwon saga.
2025 also marked a further success for Gherson Solicitors. In December 2025, for the second time, we secured the blocking of an INTERPOL Red Notice issued at the request of China.
Throughout 2025, we continued to publish a series of blogs highlighting significant INTERPOL news and announcements which we anticipated would reflect INTERPOL’s priorities as the year progressed. As the year unfolded, it became clear that INTERPOL would continue to focus on enhancing its transnational financial crime-fighting abilities. Specific measures discussed included the continued use of the INTERPOL Silver Notice and operations such as Operation HAECHI.
As we approach the end of 2025, INTERPOL has remained firmly focused on globally coordinated efforts to combat financial crime.
We shall now review again the significant INTERPOL developments throughout the year.
In September 2025, we explored the continued use of the INTERPOL Silver Notice.

Also in November 2025, we discussed enhanced cooperation between China and Morocco and the potential implications for individuals and corporations with outstanding issues in either jurisdiction.

2025 – Gherson victory – Gherson secures the blocking of an Interpol Red Notice issued on behalf of China
In December 2025, we detailed how Gherson successfully secured the blocking of an INTERPOL Red Notice issued at the request of China. In doing so, the firm made a number of substantive submissions to INTERPOL, including highlighting serious breaches of provisions of the UN Universal Declaration of Human Rights (UNDHR) that would arise if the notice were to be processed.
Throughout 2025, we tracked the strengthening cooperation between INTERPOL and various jurisdictions, including China and India, and noted the increased use of the INTERPOL Silver Notice:
