INTERPOL ASIA UPDATE – INTERPOL to expand presence in Singapore and increase use of Silver Notices

We have written extensively about developments to INTERPOL’s initiatives aimed at enhancing its transnational financial crime-fighting capabilities, both at  domestic and international levels.

We also recently summarised INTERPOL’s activities, including those undertaken across China and Africa.

In this latest article, we discuss the latest meeting in Singapore, and take another look at the INTERPOL Silver Notice. Going forwards, INTERPOL is expanding its presence in Singapore amid a surge in cybercrime in that region.

What is the latest update from Singapore?

Police leaders and experts from across Asia met in Singapore at the INTERPOL Global Complex for Innovation (IGCI) to address the region’s most pressing challenges and issues.

The two-day meeting, which took place on 18 and 19 September, saw 165 participants from 49 countries come together to discuss issues such as cybercrime, fugitive tracking and wildlife crime.

One of the key developments to come out from the meeting is that INTERPOL is expanding its presence in Singapore in response to a surge in cybercrime in the Asia-Pacific region.

To help enhance future capabilities, INTERPOL will partner with the Singapore Police Force, Government Technology Agency, Nanyang Technology University and the Home Team Science and Technology Agency.

The purpose of this collaboration is to keep better track of criminals and enhance Singapore’s presence as a critical global hub. INTERPOL intends to continue to increase its presence in Singapore going forwards.

Specific targeted measures include:

  • Greater information-sharing across organised crime, cybercrime, counter-terrorism and financial investigation units.
  • Enhanced collaboration with INTERPOL’s General Secretariat to provide real-time operational and strategic analysis of organised criminal activity.
  • Increased use of asset freezing and recovery initiatives – including I-GRIP (INTERPOL Global Rapid Intervention of Payments) and the pilot Silver Notice/Silver Diffusion (see below) – to cut off criminal groups from their illicit gains.
  • Tighter border cooperation, both physical and digital, to disrupt the movement of criminals, illicit goods and illegal financial flows.

 

What is the IGCI?

The IGCI acts as a hub for innovation, training, research and collaboration for global law enforcement designed to improve cooperation in the fight against emerging crime threats. It has been involved in training relating to the INTERPOL Silver Notice.

What is the INTERPOL Silver Notice?

We recently reported that Asia-Pacific law enforcement experts had met to enhance asset recovery efforts using INTERPOL Silver Notices and provided more details about the INTERPOL Silver Notice.

We have been tracking the increased use of the INTERPOL Silver Notice closely, including discussing how INTERPOL collaborated with Indian enforcement agencies to enhance international cooperation, with African law enforcement to disrupt criminal activity by way of the INTERPOL Silver Notice, as well as how the INTERPOL Silver Notice was featured on the agenda at the latest European Regional Conference.

Since its inception in January 2025, the use of the Silver Notice has grown exponentially.

By the end of June 2025, INTERPOL had reported over 50 published Silver Notices worldwide.

We also recently reported on the UK’s City of London Police’s use of a Silver Notice.

What does this mean?

With regards to investigations against individuals, the potential for enhanced information-sharing (particularly to or from Asia) and easier access to a broader scope of evidence may ultimately result in charges being brought against those who are based in the UK, extradition requests being issued against those based abroad or INTERPOL Red Notices leading to more extradition proceedings.

Therefore, if you have conducted business and are worried about liability, if you have unresolved financial matters, including even an outstanding civil dispute, and you suspect that you may be subject to INTERPOL measures, including a Red Notice, expert legal advice should be sought immediately.
