UK Government adds two entities to Iran sanctions list and issues new General Licence

On 18 November, the UK Government added two entities to its Iran sanctions list:

  • Islamic Republic of Iran Airlines (Group ID: 16611)
  • The Islamic Republic of Iran Shipping Lines (IRISL) (Group ID: 16693)

Both entities are now subject to an asset freeze. (Notice)

On the same day, the OFSI issued General Licence INT/2024/5297490 – Permitted Iran Air Activities. The General Licence allows payments for the provision of ground services and/or airport services, as well as payments enabling Iran Air to overfly the United Kingdom or make a stop for non-traffic purposes in the UK. Iran Air is also permitted to make payments for contractual obligations that arose prior to its designation, including refunds for tickets on cancelled flights to and from the UK. However, permitted payments cannot be made to another designated person, whether directly or indirectly.

The General Licence does not have an expiry date, but HM Treasury may vary, revoke or suspend this licence at any time (General Licence & Notice)
